As a result of the passage of Bill 2874 by the Kaua'i County Council in September 2022, a sewer rate increase will take effect on July 1, 2023.
The increase will be financed by an increase of 11% every year over the next five years, which will fund repairs to facilities over 40 years old that are in need of repair. By repairing wastewater operations, costly emergency repairs will be avoided and overall efficiency will be increased. 2014 was the last time wastewater rates were adjusted.
An analysis of cost of service was conducted using the M1 Manual of the American Water Works Association, Principles of Water Rates, Fees, and Charges (7th Edition), and Manual of Practice No. 27 on financing and charges for wastewater systems. In addition to debt service payments, wastewater capital facilities are financed with Wastewater Treatment Capacity Assessment revenues and Sewer Connection Charge revenues.
